Contracting opportunities

More than 20 projects are working together to replace the Alaskan Way Viaduct and reshape the SR 99 corridor. Each of those projects is putting people to work and fueling Washington’s economy. At its peak, the viaduct program will sustain more than 3,900 jobs.

Two different contracting methods are being utilized by projects to replace the viaduct:


Design-build contracts combine design and construction in a single contract. WSDOT is increasingly using this contracting method as a way to minimize risk and build projects more efficiently.


Design-bid-build contracts are a more traditional approach for delivery of transportation projects. Under the design-bid-build structure, the owner completes the project’s design and accepts the lowest responsive bid for construction from qualified contractors.

Disadvantaged Business Enterprises Goal

All projects within the Alaskan Way Viaduct Replacement Program receive at least some of their funding from the federal government. Construction projects that receive federal funding must hire certified disadvantaged business enterprises (DBE) to complete a portion of the work within their contract.

WSDOT sets individual project goals for contractors to use certified businesses owned by women and minorities. Goals are based on formulas that consider the type of project work; the location and size of the project; and the availability of ready, willing and able disadvantaged businesses to perform work on the project.

Apprenticeship requirements

Contracts with an estimated cost of $2 million or more in state funds require that 15 percent of the minimum labor hours be performed by apprentices. More information is available from the State Construction Office.
Conflicts of interest

WSDOT employees are directed to identify, disclose, and manage potential, actual, or perceived organizational conflicts of interest with the consultant and contracting community that participates in contracting with the department. The guidelines of the Organizational Conflicts of Interest Manual apply to all contracts for professional services related to WSDOT projects, design-bid-build contracts, and design-build contracts, including Requests for Qualifications and Instructions to Proposers, unless specifically stated otherwise.
